This is being used as a "Timer ON" for a reset signal to be sent to a USB hub controller upon power up. I do not believe the transister and associated components are need in the real world but are, in this case, as a workaround for a bug in EveryCircuit. Thoughts and input are welcome!

I took a quick look at the link. All of those circuits are astable oscillators. I am looking for a way to generate an active high signal for around 200-500 milliseconds.
