Turn off both switches the capacitor plates will show around 11v both sides, turn on the switch to ground and the capacitor plate will drop back to 0v leaving 10v positive

Disconnect ground, and apply 12v via the switch that capacitors energy then Gets dumped into another cap boosting it from 12v to 20v and repeat
