Use the bottom switch to fake initial conditions. Flip low then run then flip back.

This design is only as good as the opamps driving this oscillator. Other types of VCOs are possible using active components that can be linear in a bounded region. So that it becomes stable. Armstrong, hartly and colpits oscillators can be used with fosc = sqrt(LC)
