Its called a boost converter, not a booster converter.

But with this low frequency you guys pump 166A every cycle into the coil. Increase the frequency in 100kHz of above you come down into the 1 ampere range. That needs a smaller cap 5uF and the zener is just an energy waster. Better change pulse width ratio to hit 5V

Thanks for the comments guys! But without the zener how would I be able to control the output voltage?

With the pulse pause ration from the logic tran! This needs an PWM regulator voltage controlled

I have built something similar with a logic train operating at 100 khz. Without load it boosts from 5 volt to 20 volt. But when I attach a small 2 mA load it drops to 5 volt again. How can I stabilize the output voltage? Thanks.
