Apply +5 to D on the binary to 7seg decoder. ABCD are binary coded decimal inputs. If you increase the drive in your schematic to around +5 it registers as BCD '0001' or 1. If you apply voltage to D it registers as '1000' or 8 which would lite up all 7 segments.
