r200 is for discharge the c1 slow ,the c1 is for give 2mA to the triac on the cicle less 60volts wav for the triac gate not close on less than 60volt cicle

the diak is like 2 zeners of 31 volts, if the volts if the circuit is less than 31 volt , the current is to small to keep the gate open then the diak cuts the gate
