This pulsating DC circuit is done with 2 solenoid relays, 1 NO and 1 NC. The NO solenoid is something on the order of a continuous duty starter or winch relay. This circuit would work well to energize a coil or transformer with pulsating DC current. Relay energizing speed is controlled by the capacitor.
