UP counter

This circuit is a modulo 16 counter where after 9, the 7 segment shows Hex value instead of decimal value.

Also, you could have just put a logic train connected to the up pin, and it would accomplish the same thing. Unless you wanted the challenge of making it this way.

Right, the counter serves no purpose, apart from working as a latch, which isn't even necessary in this case. Connect A..D directly to decoder inputs for the same result (after removing the counter)

While busy, also remove the inverters (and change signal phases by 180 degree). The result: a less Rube-Goldbergish design.
