So much of this circuit is unnecessary. You can get linear ramp by charging a cap from the collector or drain of a single bjt or mosfet, respectively and a stable voltage reference such as a zener or LED feeding the base/gate. Alternatively you could use a current mirror formed from a pair of transistors. This circuit doesn't even produce a linear ramp which really makes me question what it's all even for.
