Tha circuit shows the initualy charge capacitor to a steady state dc voltage. When the switch move to the right side, the capacitor will re-charge to the new condition, forced by the right side voltage source. The Left side, charge the capacitor to 30 volts, then after the switch move, the right side voltage source will re-charge the capacitor to -60volts.
