lower pot is the main duty cycle controller defining the pulse width. upper pot limits the voltage range of the lower pot. this puts an adjustable soft limit on the pulse length of the output comparator.
use of the resistor network means the voltages scale easily with the circuit supply Vcc without having to rewire it.
