Almost everything is going wrong here! Your description does not even come to close to the circuit. What you publish here is dangerous!

That "voltage regulator" will only lit 4 leds or maybe more. At higher load it will blow.

Why do you have the potentiometer scoped? And why the rc circuit off to the left?

The rc is part of the transformerless conversion. The capacitor is supposed to obtain the voltage drop rather than the resistor.

I see, so rather than stepping down the voltage through a transformer it is stepped down through the resistor and "burned off" as heat.

No stepped down through the capacitor instead, this circuit is improper. Look up 'transformerless power supply'. Learn the rules of what to do, and most importantly what NOT to do.

So looks like the resistor and capacitor should be in series and not in parallel, also they should be connected to the top part of the full wave bridge rectifier as the input, and the rectifier and rest of the circuit rewired accordingly. Is this correct rich?

You might get away with a 100w 470ohm resistor.

I did rich, and from what I found it looks like the resistor and capacitor should be in series, and the whole thing needs to be rewired. Am I correct? If not what needs to be done? Elaborate rather than saying just google it.
