Changing the wiper position, you could change the resistance an then, the Ohm's law say that if in the circuit you short the resistance, you will acquire or receive more current, taking into account that the voltage is a constant, so, the LED (Light Emitting Diode) will suffer a potential fall that will it turn on

I see That your trying to implement or state something one fault buddy you didnt ground th other end of the potentiometer

Yes, but it is very necessary to do that or is the same?, somebody taught that. If you use the potentiometer as I am showing, you will have a variable resistor
