These types of transformerless PSU's are veery dangerous to work with. You have to pay special attention to the ground of the mains, because if you reverse them by accident the whole circuit becomes under mains potential which is practically lethal. Also as my fellow electricians already said, these things are highly inefficient. The only practical way to use the mains transformerless is to use a buck converter, which stores energy in one or more power storing components (inductors,capacitors) using it instead of the mains, which grants superior efficiency over this topology.
