Bistable multivibrator, there is other version of that where switches are connected together with Resistor to power voltage, but in this case sometimes base of transistor can be damaged if voltage is to high. I use ground to turn of one Resistor, also this way I don't need use 2 more resistors and whole multivibrator is smaller and easier. 
 Remember also that transistor have beta around 1/100 and when You choose Resistor in collector, then Resistor in base is good to use 100 times bigger in oms. Then whole circuit is more stable.
