An active polarization circuit for an RF signal transistor (the npn transistor). Textbook circuit, but if you aren't careful you may be building a low frequency oscillator instead. Take notice of the excessive decoupling inductors and low decoupling capacitors in the DC side. Jiggle a bit to start the oscillation. The RF amplifier works around 800MHz
