Use the top left switches for the 1s, top middle for the 2s and bottom left for the 4s, the light bulbs on the right signal the outputs from 1s at the top to the 8s at the bottom, this counter has a carry out for additional full adders to be added but as it stands can count up to 14 or 1110 in binary
