Делитель напряжения на двух резисторах, меняя их номинал можно получить любое заниженное напряжение, относительно источника, но нагрузка на выходе прямо прлпорциональна рассеиваеиой мощности на резисторах, не стоит применять в нагруженных схемах!!!

Voltage divider. A voltage divider on two resistors, changing their value, you can get any underestimated voltage relative to the source, but the load at the output is directly proportional to the dissipated power on the resistors, you should not use it in loaded circuits !!!
