Formula to calculate output voltage. Voltage out = (22 nf/ (22 nf + 10 nf) times 10 VAC ( voltage in) = 6.875 VAC Frequency will matter when reactance of the capacitors is not large enough at the frequency of interest, and then output current capability will be very low.
