This circuit was taken from the schematics of a Pioneer cd player. It has 2 control signals. Right Switch: Enable of left 2 clocks or default middle clock. Left Switch: frequency select between 11.3 or 12.3 MHz clocks. Last NOR= output. It is more complicated than it need to be but possibly cheapest solution.
