neat! i guess it could work with 74HC and low-current leds. i think it might be best to add resistors to limit the peak current, but the duty cycle is low so it may not be necessary.

Yes it does oscillate, after a long wait on my phone. (Phone is older) but, if you place a NC pushbutton switch on either side of circuit between an led and ground to merely open the circuit temporarily it will start to oscillate more quickly. That introduces noise into the circuit to start it quicker. Where did you find this circuit?

This one would work better with a series resistor and a capacitor to ground between the input and output
