Plug this into your wall socket and tell me if this happens. I feel like it should kill the LEDs but apparently not?

If the capacitor can't handle the 3.4VA of this circuit it will begin to smoke and burn.

As long as you are lucky and put this into wall socket while its voltage is around 0 xrossing its no problem. It will work fine. And if you place a e.g. 1k resistor in serie it will also work if you plug it in while the voltage is at its maximum 170V. The cap wont burn as long as it can handle the voltage. Power limits are irrelevant for the cap. The cap will act as ~9kOhm current limiter. Only one issue is left. What happen if one LED is burned (for unknown reasons)? The second one will go dead as well, cuz the resverse voltage of LEDs is far below 170V. Follow what @hamilton said and place an additional resistor of e.g. 1kOhm then its ok. And dont forget a good isolation of your circuit ;-)
