This is Emergency Light circuit with Battery charging inbuilt. Initially City power AC charges battery, while battery drives Fluorescent lamp at the output. When City Power trips, battery still lights the lamp. Here as we dont have Fluorescent lamp, I have shown normal Lamp. Notice how output has high voltage spikes to kick-start the Fluorescent lamp.
