This is a DAC-controlled pulse-width modulation circuit. The 4 pushbuttons control the DAC: the top is full-on, the bottom is full-off, and the two middle step through levels.
The two potentiometers are used for controlling the low and high voltage limits of the DAC for fine-tuning in relation to the waveform supplied by the 555.
