That's an OR gate not AND, but it works quite well. You've got the transistors in common collector (AKA emitter follower) mode, giving a nice high input impedance (low input current) and low output impedance (plenty of current for the LED). On the other hand, the common collector arrangement gives no voltage gain, even some voltage drop, so a series of these chained together would have progressively lower and lower voltages for logic 1. Common emitter (NPN emitter to ground or -V) does give voltage gain, but it also inverts. Have fun!
