Back EMF from the blocking oscillator charges the capacitor. The voltage divider controls the two switch transistors to activate the Darlington pair. When the capacitor reaches +90V, the Darlington pair turns on, rapidly discharging the capacitor.
Circuit is useful for driving a high voltage solenoid from a low voltage source.
