Back EMF from the blocking oscillator charges the capacitor. The voltage divider controls the two switch transistors to activate the Darlington pair. When the capacitor reaches +90V, the Darlington pair turns on, rapidly discharging the capacitor. Circuit is useful for driving a high voltage solenoid from a low voltage source.

It's similar to a "Joule Thief"; I've also seen it in some camera flash capacitor charger

Sample and hold on a Joule Thief. Looks like Vout is mainly controlled by the large cap. Peak power seems to be 6400W through the Darlington pair. It may explode every 10 milliseconds. Have you built one? Got a video?
