Mobile chargers are very different than a bridge and a cap.

But pay attention to the title: it says LINEAR charger. Old cell phone chargers used such circuits. Remember, we didn't initially have SMPS tech. It came after engeneers designed circuits like this, which is the building block of an SMPS.
