Tiny mercury switch mounted on rotating shaft makes contact as mercury rolls back and forth in tube.  Perhaps metal strips or other ring connectors to send electrical pulses to counter or another device.

Because those switches do have one very interessting property! They do not bounce! Even with GHz scope you cant measure the switch time. They are good for a surprise.
