Finally! Here a circuit for a discrete toggler that uses nothing but transistors, resistors, and diodes. It uses 2 flip-flops and logic to accomplish the job.
This circuit could definitely use some tidying up as it's just the first version, but it does work! Simply use the push button on the upper left to toggle the LEDs.
This circuit can be made into a binary counter by copying this circuit and cascading them.
