Also, This Is Called A Level Shifter. Level Shifters Could Be uni-directional or bidirectional, For Example( TXS0108E) Is An IC with 8-Bit Bi-Directional, Level-Shifters.

Classic N-MOSFET level shifter has no ground connection. Previous circuit was exactly a signal inverter at first. However I soon realized that single N-MOSFET can't be inverter switch for a LED that will turn on a LED on active LOW. Without charge pump it can't work as high side switch either. In contrary two MOSFETs as dual inverter will do the trick. You can look the real world circuit at https://everycircuit.com/circuit/5615271784087552 which works IRL for a while. The existing circuit here is replaced with similar dual inverter as LED driver made from NPN BJT transistors.
