Can anyone fix this so the light comes on after a period of 10s when the relay kicks into action?

Not sure how to implement the circuit you're working on, but there is a trick to make the circuit work in the sim.

Set the initial conditions for the op amp: On the positive terminal, attach a voltage source with one end to ground and one end to a switch, with the other side of the switch going to the terminal. Have that switch closed when you start the sim, then open it and it will work.
