Based on the output of the original D flipflop + AND gate design, this one works with both rising and falling edges.

Are you able to make a PLL out of that?

its input to output behaviour looks identical to an XOR so it will work as phase detector, no need to test 😁 http://everycircuit.com/circuit/4736472239046656

well the xor will output 0, and 1 when out of phase, here my circuits output Z, 0 when the phase is negative and 1 when positive (or the opposite, idk, it doesn't really matter as you can change that very easily)

it works as a xor because you wired the resistor to gnd, try with 2.5V and you'll see the big difference 😉
