Three 6 volt batteries  plus 9 ohm resistor  equals one 18 volt 2 amp solar power panel.  The 100 ohm dummy load resistor connected at relay control is optional.  Full charge  of 14.45 volts on right battery.  Range  this battery up and down in voltage to set charge controls  as you like.

Note the transistor BC547 is used and the 100 ohm dummy load needs a 5 watt rating on parts of this circuit.
