I can use it as current limiter? 

Its wil become handy when i have needed to power on an atx PSU. When i'm switch on my atx there no voltages unless im touching

My atx won't give any voltage output unless there is a load. I have a transistor instead of 10w 1 ohm resistor. It can work?
