Aslong as there is a current going through the inductor the switch will be down, and when there is none anymore the switch will flip up again for a moment and so on. The reason this happens is because in the off state the switch is up in the first place allowing electricity to flow. Try adding a capacitor from the Led to ground and you can see the process slower.
