Electrically done, a push button switch to use solenoid (relay symbol) to pull sign eyelid down and release to have elastic band raise eyelid or for another up and down sign movement. This shows eyelid in down position. When up, an eye shaped hole is in large card and card with eyeball covers back mechanism. If hidden headlights on car, other wink options may be possible.
