Needs a gated input and a reset. Primary state should be 0 not 1 this could be achieved using an inverter I believe but might be simpler to do by making Vss gated. When triggered the output of the circuit can be used to power a piezo in-line Fashion IR sensor to one of the gate inputs. A dual XOR gate should work to drive the oscillator using IR break beam sub ckt. as a trigger to the input (not shown). Ideally oscillator and receiver sub ckt. both should transmit at f=38kHz @ 1s/s.
