A normally closed contact on the relay turns on the green LED indicating the lamp (load) is off. When the relay is energized with the switch, 9V pulls in the contact. Turning on the red LED and the lamp. The switched capacitor in parallel with the lamp & the red LED when closed will provide power to the lamp when main power is lost.
