More then half of the power is coming from arduino itself. Only while the LOW cycle the current flows from solar panel. While the HIGH cycle the current is coming from 3.3V arduino power supply. I would recommand an external mosfet inverter (not gate) in discret form. But you need for this mosfet's with a low Vt less then 2V! http://everycircuit.com/circuit/5234133166456832
