Detects that the signal is present at the bus for at least 15ms.
Green led is RxD led(indicates data receive).
Red led is busy led(indicates that we cant write to bus, for example. Have a 15 ms timeout from last signal front - in this case, +10V is 0 and +2V and less is 1.)
