Vin(20V) is regulated to 12V by zener diode as the load voltage. The load voltage can be regulated up to 56 ohms.

When designing such a circuit you need to take your zener's current (or power rating into consideration). For instance if your zener is rated at 100mW/12V then the current through it should be 8.3mA (I=P/U). Let's say the supply voltage is 15V and the load is 1kOhm. The 1kOhm at 12V will draw 12mA and the zener 8.3mA. Combined they draw 20.3mA. The current limiting resistor needs to drop the difference between 15V and 12V (3V) at the given current rating. So R=U/I R=3/0.0203
