Does not work, you need the 1K resistor connected to the collector of the transistor, and the LED to be in parallel with the transistor.

Connecting a 1K resistor to collector would increase the resistance at the collector; in this circuit the transistor acts as a short circuit to the LED, to reduce/stop the flow of current to the LED by having current flow through the path with least resistance (that is the collector) as there is a 1K resistor at the LED, there by giving it more resistance then the collector of the NPN.
