You toggle the circuit on by enabling a 5V pin, simulated by a toggle switch. the circuit is protected by the relais. Anytime there is a shortcut you can sense this thru the voltage divider and make sure you only enable the circuit again when the short is fixed. A PTC fuse is needed at the PNP transistor.
