Bicolour 2 lead LED Driver

interface for two-lead red and green LEDs.  Uses quad NAND to control it and opamp to drive. Converts two bits input to run a two-lead bicolour LED:

0 0 = off
1 0 = green
0 1 = red
1 1 = orange

these leds are found on old network cards; they have two leds in the one package with opposing polarity
