If the resistor value of Rc that is at tye collector side is very small approximately 1mohm thn the output will be a dc which will be equal to Vcc

That's not how you amplify radio frequency (100Mhz). RF amplifiers use class C design and maybe some class A (for buffer stages) but never like this.
