Change the source on the left side to an oscillator, and upper one to a microphone, amplifier and filter etc. to make sure the signal send to this circuit is a clean square wave with the base frequency of the original input. If the LED lights roll up in the long term the frequency of the input is bigger than that of the reference signal, and the case they roll down is the opposite.
