I'm trying to replicate this circuit for a 3w rgb led connected to an Arduino.. I'm confused about the 10v power source, the led has a 4v max forward voltage, 350/350/400mA max current. When I change the voltage, shouldn't the current going through the leds stay the same? I'm using a 12v supply for my application. Any help appreciated

This is constant current. The resistor connecting to the base and emitter is calculated using .7 vdc and the current of the led at that voltages. The other resistor is the bias resistor or on|off signal
