The idea is to show the related value of a decimal input on that 7-segment display.
But it does not work correctly on my iPad II. Seems it's too slow as it seem to drop in between values.
Turn all the bipolar switches over to the logic sources and find that the dec to bin coder is working just fine.
Maybe this circuit works perfect on faster devices...
