Use an double operational amplifier. we can realize 0%-100% Adjustable duty cycle PWM without 555,injecting noise to start quickly.

The trouble with using op-amps for pulse circuits is that their generally poor slew rates lead to large rise and fall times and consequently limit maximum operating frequency. Dedicated comparators such as the LM393 (dual) and LM339 (quad) would be far superior for pulse generation.

@fer48 this circuit use a comparator and a schmit trigger circuit, the schmit trigger comprise three resistor and a amplifier.
