Sort of like a bistable latch. But it probably won't hold for long. This opamp may be ideal but in reality the capacitor will slowly discharge through the input of the opamp. I recommend using a MOSFET's gate to store the state. They're more lasting.

Yes this circuit was not last long it fail after a while i dont know y......see my circuits 2nd one i think....there i use this circuit

Depends on the op amp, and whether it can handle a load and have enough ,,juice'' left for the feedback.
